Which quest "turns on" the batter recipe? I have the necessary buildings, but the batter isn't an option for me either.

New Item...making batter
I see there are a couple of new items you can craft in your kitchen....one is a donut the other, i think is a scone. Anyway..it calls for "batter"..And it say you can craft batter after you build a kitchen and a mill. I have both..but can't find the "batter"..does anyone know where to find it to make it?
