I recently discovered that if you need a request filled you cannot use those from inventory for them. You must sell some to make room in inventory toi add for requests. It can be annoying to have the limit already and not be able to use them but you gotta gather for the requests. Just the way it is I guess. On the request for pinecones I already had 50. I sold some and miraculously I was able to fulfil the quest. I had clicked on dozens of pine trees. Same with just about all the quests. Clear things out when needed. Hope this tip helps many folks..
