I got on to this level late one night, had a few goes then completed it the next morning. My tips are to take your time and look carefully for packets. Also, try to get rid of any colours that you know won't make a packet because they aren't close enough together. Try not to make striped candies and once you have a packet try and get rid of the same coloured candies around it so it won't blow up.
I'm up to level 140. I achieved 3 stars (red, green, yellow) on level 135. What worked for me was clearing the chocolate as fast as I could by swapping a striped and a wrapped candy early on, to make the big candy that gets rid of chocolate. Or, if you use the chocolate bombs, they will destroy any chocolate next to the same color candy that you swap it with. And the chocolate bombs are great to remove one or more of the colors from the game, making wrapped candies a lot more possible to create with the remaining colors. The rest of it is luck. :)
135 is pretty easy once you figure out how to make packets ( L and T shapes). I was stuck as well but got it in two tries after watching a video on making packets. Absolutely no boosters needed.
As with most of the levels by the time you get this far in the game there is virtually no strategy involved: it is almost 100% if not actually 100% luck (of course also assuming you don't make silly mistakes). You really just have to keep playing until the game decides to give you the right set of pieces to win. That's the only "strategy" that actually works for most Candy Crush higher levels.

I was on 135 for a couple of months, gave up, went and played some earlier levels and concentrated on forming wrapped candies. Two days after returning, I did it (no power-ups). I realized before I had been concentrating too much on getting rid of the chocolate totally, so just kept it in check and tried to form my wrapped candies near the center and one morning it all came together. (And, of course, as always, luck was involved).
--> Although I probably had some luck, it took me only 3 attempts to finish the level (only 2 stars unfortunately)

It is indeed the most annoying level [ so far :) ] but if you keep at it, it will happen!!!
It took me "only" a week...ppff
It seems that every time I get two of the wrapped cadies they blow each other up before I can swap them.... been on this level for weeks and have no charms or boosters...ugh
ive been stuck on this level for months and months can get the one but not the 2 give up now had enough
i need some serious help on level thirty five i dont have any facebook credits and do not have any money to buy them so i cant get the charm

Are there any specific tips on how to pass this annoying level? You have to get 2 bubble packes next to eachother twice but that seems impossible.
